Our Story
19:21 Consultants was created to put people at the forefront of benefits. Instead of going with the agency model in conjunction with a large insurance provider, our founders decided to forge into the unknown - choosing the independent model and taking the leap into entrepreneurship for the betterment of our clients. The decision to go independent allowed our founders to further represent the business, rather than any one carrier, and advocate for its employees.
People remain at the heart of 19:21’s purpose but have far surpassed just providing insurance. 19:21’s goal is to be a strategic partner for growing businesses because we understand the trials associated with entrepreneurship.

JJ Weeks
Chief Executive Officer
J.J. was raised in the great state of Mississippi where he attended Mississippi State University graduating with a degree in Finance.
J.J. comes to the insurance industry as a family tradition following both his grandfather and father.
With his entrepreneurial background and financial training and experience, J.J. leads 19:21’s direction and overall growth.
He is married to his wife Claire and is passionate about Mississippi State athletics and anything outdoors.

Christian grew up in Florida and went to The University of Florida where he studied Food and Resource Economics.
He brings communications and marketing experience from the construction and agriculture industries to lead 19:21’s operations.
When it comes to taking new solutions to the marketplace and maintaining efficiency and core competencies within the staff, he leads from the front.
Christian holds a REBC® designation and is a National Broker Council member with BenefitMall.
In his free time, Christian spends time with family and enjoys entertaining during college football season.

Chief Administrative Officer
As a native of San Marcos, Texas, Cindy is a vital component of the 19:21 Consultants Co Team. With 20+ years of supplemental insurance and office administration experience, she is a wealth of knowledge.
Cindy began at 19:21 as an Account Manager but quickly became the Chief Administrative Officer and continues to be an excellent resource for her co-workers and clients alike.
Out of the office, you are likely to find Cindy spending time with her family, boating, or reading.

Large Group Account Manager
Norma comes to 19:21 with years of health benefits experience and an extensive knowledge of the insurance world.
As Large Group Account Manager, Norma is an expert on all accounts with over 50 employees. From formatting the enrollment software to assisting HR executives in the benefits process, she is always ready to help out where needed.
Norma is an avid crafter, she particularly enjoys giving old furniture a new life. If she is not crafting, you can find her playing with her dogs and cat.
Norma comes to 19:21 with years of health benefits experience and an extensive knowledge of the insurance world.
As Large Group Account Manager, Norma is an expert on all accounts with over 50 employees. From formatting the enrollment software to assisting HR executives in the benefits process, she is always ready to help out where needed.

Mikayla Strauss
Vice President of Experience and Education
After completing her masters degree at Texas Tech University, Mikayla returned to her hometown of Wimberley and eventually joined the 19:21 team as the Director of Engagement.
Mikayla is dedicated to ensuring that everyone that comes in contact with 19:21 receives a personalized, exceptional experience. As 19:21 grows, she is focused on ensuring that the team continues to give back to the local community.
In her free time, Mikayla enjoys reading and spending time on the water with her friends and family.

Vice President of Business Growth
Originally from Austin, Zach is a graduate of The University of Texas at San Antonio, where he played football and studied business administration.
As Vice President of Business Growth at 19:21 Consultants, Zach leads the firm’s sales strategy, overseeing new business development, sales performance, and client growth initiatives. He is responsible for driving top-line expansion, building scalable sales processes, and ensuring consistent execution across the organization. Zach works closely with leadership and producers to develop high-impact strategies that deliver measurable results for clients and long-term growth for the firm. Zach is known for his competitive mindset, disciplined approach to sales, and commitment to delivering tailored, high-value solutions that positively impact his clients’ businesses.
Outside of work, Zach enjoys watching sports and attending events at local comedy clubs.

Caleb Whiteley
Producer
Caleb received his Bachelor of Marketing degree from Dominican University New York. He then went on to be a Wholesaler for Capital Group for almost five years, then moved into an Outside Sale Representative at Paycom.
Eventually, Caleb moved into the employee benefits side where he played a successful role as a Benefits Sales Executive for a local San Antonio firm and will continue to serve his clients and community as a Producer with 19:21
Outside of work, Caleb enjoys playing golf and doing anything sports related. A lot of his time is spent with his wife, Keegan, his young son, Brooks, and his daughter, Kolbie.

Jill is a seasoned professional with over 25 years of experience in Employee Benefits Account Management and Customer Service. She has held various roles, including National Accounts Account Manager, Director of Employee Benefits, Director of Self-Funding and Life and Benefits Manager.
Jill's extensive background includes fully insured and self-funding plans as well as ancillary benefits and worksite products. Highly skilled in rate negotiation, strategic planning, claims resolution, relationship building, and leadership. Jill also has additional training and certifications including Chartered Benefits Consultant, Advanced Alternative Benefits Consultant, PPACA Certification, Certified Self-Funding Specialist.
She has been active with the following Insurance Associations throughout the course of her career: Employee Benefits Association Northern Illinois, National Association of Advanced Benefit Consultants, Houston Association of Health Underwriters, and Insurance Women of Illinois.

With a Bachelor's degree in Human Development & Family Studies from Texas State University, Brooke brings three years of benefits administration experience to the 19:21 team from previous HR roles.
Originally from Fairfax, Virginia, Brooke's heart belongs to the Hill Country, where she now resides with her Fiancé, Seth. She enjoys spending time with her friends and family, and playing with her two dogs Mable and Sadie, and her cat, Floki.

Gary joined the 19:21 family in January of 2025. He brings a wealth of experience from the insurance industry, where he began his career in 2001. His background includes diverse roles in customer service, claims processing, and account management. We are also proud to recognize Gary's service to our country as a member of the U.S. Navy from 1994 to 1998.
As an Account Executive at 19:21 Consultants, Gary works closely with our CEO, JJ Weeks, and CRO, Christian Kobes. He plays a key role in the implementation process for our new clients and helps manage the renewal process for our current clients. Outside of his professional life, Gary enjoys bowling and spending time outdoors, whether hiking or kayaking.

With over a decade of experience in insurance, healthcare, and client-facing roles, Dayna is known for her attention to detail, organization, and proactive communication. She collaborates closely with internal teams to ensure compliance deliverables are completed accurately and on time, helping clients navigate complex requirements with confidence.
Outside of work, Dayna enjoys spending time with her family, baking, and exploring the beautiful state of Texas.
